My fiancé and I are on a very tight budget with our gifts to the wedding party. And with 6 groomsmen and 6 bridesmaids...we need to limit the amount we spend on them. He's already spent $15 on each of his men (a very useful keychain LED flashlight - very bright!)....but he'd like to get something else for each....something no more than $3-5 dollars, but unique, not cheap (looking), and a good memory keeper. Any ideas!?!? Please help! The wedding rehearsal's in 9 days!

Wow, that's a really tall order. I think you should stay with the gifts you've already purchased (I like the idea) and leave it at that. Adding a gift for $3 - $5 will only look like an afterthought (my opinion).
My only suggestion to you could be to try your local dollar store if you're really interested in finding something at that price. They may have some picture frames. If you'd be willing to come up to $9.95 I could offer you a link to a place where you could get an engraved glass beer mug.

Trust your instincts. You obviously thought alot of this groomsmen gift on it's own. I think adding any small trinkets will again, look lie an afterthought and possibly an attempt to add value to your gift, making the gift appear as if it were not valuable enough. Gifts should neve be given based on intrunsic value; only give gifts from the heart. Then, the gift is priceless!
If you feel like you must add something, how about a coupon for a video rental with a handwritten, heartfelt thank you note saying something like, "We appreciate all of the time and effort you put into being a part of our wedding. Please select a great movie, relax and enjoy on us.", or even just the thank you note. As long as you are telling these people what they mean to you and thanking them for their time and friendship.
