Is it true that if you are invited to a wedding reception, and decide to give a cash gift to the newlyweds, the amount MUST equal the amount of the "per plate" cost for guests? Ex. If the cost is $60 per plate, must I give $60 as the cash gift. If this is expected, then in essence the guests are being charged to attend the reception rather than being invited guests. Isn't it wrong to invite someone over for dinner and have them pay for the meal?

Yes, you're right, which is why this idea about the proper amount of money to give as a wedding gift is inappropriate. Always give a gift from the heart and within your budget. Top Wedding Questions Forum Moderator - "Write your sorrows in the sand, your blessings in stone".
