Wedding invitation from a friend I haven't seen in years

I recently received an invitation for a wedding of my best friend from 7th grade. We haven't talked in roughly 9 years. I can't attend the wedding as it is across the country. Is it strange that I received an invitation from her? Am I obligated to buy her a gift even though I won't be attending the wedding and we haven't talked in so long?

Only those close to the bride or groom should be invited to the wedding. Perhaps the bride is looking to rekindle the relationship - who knows? However, in your case, since you haven't seen this woman in years, and do not plan to attend, then just send a card.
