Is it appropriate to list gift requests (registry information) on wedding announcements? My feeling is that this conveys a message of " I do not care if you're present, send a gift".

You're right, it's not polite to mention gifts in a wedding announcement; it implies you are expecting a gift. Although some recipients of a wedding announcement may send a gift, it is not required as a part of proper etiquette.
