Okay now I understand that on the inner envelope you do not write out the persons address, only their last names and title, along with their children's first names. I have heard this goes on the front middle of the inner envelope. Also that the return address would go on the back flap or upper left hand corner. This does not make sense, since this would be addressed as if it were being sent to them. Can you please clarify exactly how the inner envelope should be addressed? Thank you!!

The inner envelope is not the response card. The inner envelope is addressed with the names of all of the guests invited, using their personal names such as:
Aunt Martha, Uncle Joe and cousins Sue and Pete
The response card is addressed to the person sending the invitation (the person in charge of the responses and guest list) and you can either leave the return address blank or put in the guest's address. The return address is printed on the upper left of the envelope, not on the back flap.
I hope this helps clarify. Top Wedding Questions Forum Moderator - "Write your sorrows in the sand, your blessings in stone".

Well then what purpose does the inner envelope serve? just to let them know who is and isn't invited?

Yes. The inner envelope allows us to spell out exactly who is invited. Top Wedding Questions Forum Moderator - "Write your sorrows in the sand, your blessings in stone".
