I am in the process of writing up the address labels for my wedding invitations. As I was going through I was noticing a number of different people at the same addresses. These are brother and sister living together, or families that live seperately but have their mail going to one house. Do I send out one invitation to the entire household or one to each person?

First, you should note that using labels to address wedding invitations is not proper. You should be hand addressing these.

Everyone over the age of 18 (technically Peggy Post says over the age of 13) should receive their own invitation.
