Do adult children receive their own wedding invitation?

What is the best way to invite adult children living at home to a wedding? Do they get their own invitation or can their names be listed on the inside envelope?

Etiquette states that anyone over the age of 13 should receive their own invitation. Personally, I think that's a bit much but surely anyone over the age of 18 should be sent a separate wedding invitation.
