Send invites to wedding guests we know won't come

I have several guests who can't come and have told me so. Do I still send them an invite anyway out of politeness? A couple of them have asked for the invitation as keepsakes. If I do send them an invite do I need to include a response card since they have told me they can't come?

Dear Pink,

If you want them to attend, then send them an invitation. Even if they said they cannot attend, their plans may change.

The response cards is always optional.

Best wishes,
