Telling guests wedding is called off

Our daughter just informed us that she has called off the wedding. The date is only 3 weeks away. How should she go about telling the guests? Should she call everyone or is a letter more appropriate? Unsure If a letter is proper, how should it be worded? I have not found this situation addressed on the site. Your help is sincerely appreciated.

Dear M3,

At this late date it would be best for her to call all of her guests. Some may have lodging or travel they will need to cancel ASAP. She doesn't have to go into detail about her reasons for canceling the wedding.

Best wishes,
Rebecca Black, Etiquette Now
