Brunch the day after reception for out of town guests

Should an invitation to brunch (the day after the reception) hosted by the groom and bride for out of town guests be sent separately from the wedding invitation?

Also... the immediate family that is local is large (about 25+)... should everyone be invited?

Dear Doing Brunch,

These can be included as an enclosure to those invited. You can invite anyone you wish and it could include only out-of-town guests.
