I am considering eloping in December. I would like to follow-up with a full ceremony and reception for family and friends within a year. Are there any "rules" regarding this?

So, once you run off to elope, you'll be married. If you're married, there is no need for a ceremony since a wedding is a ceremony to marry a couple. And, you'll already be married.
If you want a ceremony and reception, then wait and have one. If you want to elope, you can have a reception within one year of being married, but it's best to have the reception as close to the marriage as possible.

I completely agree. Your second wedding would be a pretend wedding that many view as just a ploy to garner gifts and to play dress up. So, it is best to host only a reception.
