My dear friend is hosting an engagement party for us, and wants me to give her a guest list. Can I invite people to the engagement party that I won't be inviting to the wedding?

No. Ask yourself this - Would I like to be invited to a celebration that's preparing for an event to which I won;t be invited? Or, imagine being invited to this engagement party and then sitting home waiting for the wedding invitation to come.
