     small wedding--party hosts

We have many people who want to give engagement parties, etc that won't be invited to the wedding (they already know it will be very small) How do we handle this?

You can politely thank them and then decline stating that your wedding will be a small, indformal event.

Agreed. Only those invited to the wedding may be invited to any prewedding party. It is considered very impolite to break this "rule".
