Rehearsal dinner invites to those not attending wedding

I would like to know if it is okay to not send rehearsal dinner invitations to those who have already sent their RSVP that they are not coming to the wedding?

Only those actually involved in the wedding should really be invited to this dinner. But, the answer is no, if the guest is not coming to the wedding they should not be invited to the rehearsal dinner.
