Who is responsible for paying for the Rehearsal Dinner if the Bride and Groom are paying for their own wedding?

Dear E Cramer,
The couple is responsible for all costs these days. But, the groom's parents were traditionally responsible. So, anyone could host it.
It is an optional party. So if you want to skip it, it is fine to do so.
