My plan is to make 2 different kinds of favors. One with a candle in votive glass cup wrapped in tulle and tied with a ribbon. Then on every other setting I would do some candy wrapped in silver tulle and tied with a pink ribbon. I have no idea what kind of candy to use. I'm trying to find something cheap but good. Also, is having 2 different kinds of favors going to be odd? I was thinking men don't want candles, so if i set it up that way, they could trade for the candy or something.

I don't think you can generalize about what type of favor a man would prefer over a woman. I know men who like candles, I know men and women who are dieting and cannot eat candy and I know women who love candy and do not like the scent of a buring candle. So, just choose the type of favor you like and hope that your guests like it too.
Your idea of two different favors is fine. I would suggest specially colored candies in your wedding theme colors like m and m's, jordan almonds, mints, etc.

Well in case anyone is wondering....
I decided to forget the candles and went with just candies. Orginally we were going to use the Kissables candy, because we could buy it in bulk from Sam's, but then the colors didn't look right. So now we are using easter colored kisses which are pastel colors and look good in white tulle with a pink ribbon. It also ended up being pretty cost-reasonable. THanks!
