At what age do you allow "and guest"

My fiance and I are working out our guest list. He has a lot of cousins in the 16-20 year old range. At what age do you invite teenagers w/ a separate invite and allow them to bring a guest?

Typically, you would invite anyone in a committed relationship (engaged or living together) with a guest. All others are optional but, if you are going to allow one teen, then you'll have to allow all. So, I'd try to adhere to the above "rule" unless you have unlimited seating.
