I recently asked my caterer what he recommended for tipping. I was expecting him to say $500 or so on the high end. He however told me that tipping was completely optional, but he said 18% is is considered to be the customary tip for food services in the DC area. Although my fiancée trusts him and thinks he expects about an 18% tip for good service, I think he is trying to make us feel obligated to pay more then what is needed.
We were given an itemized bill for staffing. The bill averaged to be $42 an hour per staff member and three hours were being charged for setup and cleanup.
I do not want to be cheap, but I am already way over budget and cannot afford 18%. What should I do?

He is right on both counts. Tipping is optional and 18% is the average. Many caterer include that amount in their final bill. Since it is optional, do what you feel is fair and reasonable.
