We are having a informal wedding and reception at my sister's house. We were thinking of doing round tables with linen tablecloths. I wanted to use clear plastic utensils because there will be lot of kids. Is it okay the use plastic dinnerware?

You could use plastic, but consider renting real, basic flatware that will enhance the casual-yet-sophisticated atmosphere you're creating by using linen tablecloths instead. The minimal expense of rental flatware could make a maximum impact on the elegance of your wedding, and as a bonus, it doesn't end up in landfills after the party.
