We are planning a 2 p.m. wedding for my sister, expecting about 250 guests. We are considering only serving cake (bridal cake plus speciality sheet cakes), mints, and nuts. Is this acceptable or should we also include finger foods?

This is fine for this time of day. Guests shouldn't expect a meal at this time.
However, that is quite a few people for so little food. Typically we would host a cake reception for the informal wedding--fewer guests. So, this seems a bit lop-sided. It is best to keep this as informal as possible.
