The wedding ceremony is at 3pm and the service and greeting will be over about 4:30pm. The reception location is about 20 minutes away and we were thinking about a 6:30pm cocktail style serving time to give time for pictures in between. Is that too long for the guests to wait between the ceremony - it will be a beautiful summer day (we pray!) and the grounds around the reception are beautiful so people could walk around. The invitation does not state the time of 6:30pm, it simply states "reception following at.....".

Yes it is too long. Your guests will not be dressed properly for enjoying a garden setting. It should start at 4:30 and most of the time the photographer can finish up pictures in 45 minutes to an hour.
