I'm having my ceremony and reception in an old large antebellum home, which is very beautiful. However, there is no dancing allowed indoors and we can't really afford a dj and a dance floor for outside. I'm worried that with just food and background music on a sound system will be boring for my guests and they'll walk away feeling like they didn't get what they came for. It is a fairly small wedding. Only about 35 guests, most of those are children.

Since there are so few people attending and mostly children, you might consider hiring a vocalist and/or musicians to sing and/or play music during dinner and for a while afterwards.
Regarding keeping the kids entertained", possibly hire a face painter to keep them occupied outdoors while the adults enjoy the atmosphere inside.
Although portable dance floors to purchase can be quite expensive, you might want to check with the facility and see if they can refer you somewhere to check on prices for rental.
If you are "into" dancing, it would be very romantic to take advantage of the setting and have a portable dance floor set up in the main area. Great suggestions from the music pros. What you might also want to do is promote visiting with each other by using stations instead of a sit down meal or a buffet. That way the guests would be at different stations with different people to talk to. Also consider a string trio or quartet to do some chamber or baroque music during the reception.
