Focus on how you know the Groom very well and you have no reservations about your Step Daughter marrying him. For example...

I am also the Bride's Step Father, so I can say without hesitation that I not only know the Groom, but I think highly of him. [Groom] is hardworking, honest, and a man of integrity. (more about the groom and why you think the he is such a wonderful choice for your stepdaughter, any advice you would like to give, and what you hope their future holds for them.)
