There is no "set in stone" rule that says the Groom has to speak at the wedding. If you two can agree to have only the Best Man and/or the Maid of Honor speak, that sounds like it might be a better compromise.

However, if your Groom doesn't want anyone to give a speech, you might want to find out why - does the Best Man not like speaking in front of crowds? Could the people who DO want to toast (your Maid of Honor or your Father?) give their toast at the Rehearsal Dinner?

Another thing to think about....I have talked to more Brides than I can count who have been embarrassed (and some brought to tears) by the thoughtlessness of the Best Man's speech on her wedding day. So if the Best Man is very adamant and doesn't want to speak either, for whatever reason, try not to force the issue.
