Should brother give the father of the bride toast at the reception?

I'm giving away my wonderful sister at her wedding because our father died many years ago. Would it be acceptable for me to give the father of the bride toast? If so, can you offer some suggestions for what to say in this toast?

Thanks

Dear Brother of the Bride,

You can toast her in your father's place. These things are not set in stone anyway. Speak from the heart and share some childhood memories, while linking them to her eventually marrying her groom.

Best wishes,
