I have just been asked by my brother to welcome his bride into the family at the wedding reception. I do not know her well, there have been problems with my mom accepting her, in fact my mom has decided not to come to the wedding. I have seen the bride all of maybe 3 times over 4 years. I need help! What do I say?

Hi Redbaby,
The circumstances may seem tricky, but really what you need to do is focus on the positive. Your toast doesn't need to be long, but it does need to be sincere. If it makes you uncomfortable to say "welcome to the family", then there are plenty of other ways to welcome the bride.
First, focus on your brother's happiness and how happy she has made him, and what a wonderful influence she has been on him. You might even say that "even though I haven't had the chance to get to know the bride as well as I would like, I look forward to getting to know her even better in the future, now that she is part of our family."
Then, end your toast with a heartfelt wish for their happiness.
