     when to make toasts  

The 2:00 wedding is being held in a large reception room which will also be used for the reception. After the wedding, we will have a receiving line in an adjacent garden while the set up is changed. The reception will include heavy hors d'ouevres and wine, but there will be no dancing and no seated tables. There is also no DJ. With everyone mingling and talking, how should we announce the toasts? When should the toasts take place?

Crowd control will be complicated without any kind of sound system. Your best bet would be to have the toast as you return to the room, when you still have the guests' attention, before the hors d'oeuvres are served.
