     Getting engaged without an engagement ring  

Hi, I am wondering for a second marriage (not sure if this matters), for both of us, we just want matching wedding bands, but how does the proposal work with just a band and not a "engagement ring?"

There is no need to have an engagement ring. If you are the person doing the proposing you could give a small gift or even a bouquet of flowers.
