Sister Givie Rehearsal Dinner Speech

My husband & I are hosting my brothers rehearsal dinner as his only remaining family. Should I, as his sister, give the speech? Or should both my husband & I give one? Any speech tips would be appreciated.

Any rehearsal dinner etiquette tips would be greatly appreciated!
