Flower girl accessories

My daughters(2.5 and 4.5) will be flower girls in my brother's evening wedding. It's an outside garden wedding at a mansion in May. What kind of shoes should they wear with a beautiful, cream below the knee, sleeve-less dress? The bride is not providing a tiara or head wreath. She said a hairbow would be ok. If they wear dress shoes should they wear socks or tights?

I also recommend the girls wear dress shoes with tights. However, I think cream/ivory colored shoes and tights would work best with the dress.
