Both of the pastors officiating at our ceremony have their Ph.D. Which of the following models should I follow when addressing their wedding invitations?
A. The Reverend Doctor and Mrs. John Doe
or
B. The Reverend Doctor John Doe and Mrs. Doe
Or if neither of those are correct, then what form should I use?

If both of your officiants are Ph.D and married they should each should be acknowledged for their accomplishments. So, the outer envelope could read: The Reverend Doctors Doe. You could also use The Reverend John Doe, Ph.D. and Reverend Jane Doe, Ph.D. but this is wordy. It is appropriate though.
On the inner envelope you could just write: The Reverends Doctors Doe.

Thank you for your input! Unfortunately, I'm afraid I worded my question rather badly.
The situation is that we will have two male pastors officiating at our ceremony, both of whom are married. The pastors each hold M.Div. and Th.D. degrees; the wives do not hold advanced degrees that would require mention in their titles. I'll be sending an invitation to each pastor and his family; I'm just not sure what form to use for the names on the outer envelopes.

That does make a difference, doesn't it? You could write it like this: The Reverend Doctor John Doe with Mrs. Jane Doe below his name on the outer envelope. On the inner envelope: The Reverend Doctor Doe and Mrs. Doe on one line with their children listed in alphabetical order under the parents names.
