sending one wedding invitation to siblings who live together

Is it acceptable to send one invitation to an address where two siblings live together, or do they need to have separate invitations? If acceptable to send one invitation, how do you address the inner envelope, mentioning that each can bring a guest? The siblings both have the same last name and are the same sex.

Assuming these two siblings are adults you would send each of them their own wedding invitation.
