My son and his fiancee have everything and just a small apartment. They hope to buy a house within 1 year of the wedding. So right now they just want 'gift cards.' Would it be proper to throw a couples shower and suggest 'gift cards' as gifts when folks call to inquire where they are registered?

It would not be appropriate for you to host a bridal shower. It is viewed negatively. Mothers often try to get as many gifts for their children as possible. It is only human nature.
Gift cards are appropriate. But, it isn't appropriate to ask for them. It is fine to state that this is what they would prefer do to limited space. But, never to tell anyone without them inquiring. It seems as if this is exactly what you meant also. Very good.
For the registry... it isn't proper to only register for gift cards. This implies that all we want is cash, which many find repulsive. So, they would have to register for a variety of items at various price points. They could also register for gift cards in various amounts.
