For invitations to married couples with different last names, I've read that you should put their names (on envelopes) on separate lines in alphabetical order – both inner and outer. Is the alphabetical order done by first name or last name?
I thought that the tissue would go inside a folded invitation, as it was historically used to prevent the ink from smearing. But now I've read that the tissue should go on top of a folded invitation - is this correct?

Addressing invitations to married couples with different last names

Dear Addressing,
It is alphabetical by last name. However, many don't even follow this anymore.
The tissue is optional, so there really is no set way. You can place it inside the invitation. But, many of today's invitations do not close. So, this is probably why so many of us say to place the tissues on top.
You can definitely toss them.
Best wishes,
