We understand music is going to be very important at the reception. We are planning a destination wedding in Sweden which makes it more difficult to plan. Most of the family will be from his side...
1) We are only have 25-30 people for a dinner/reception. Obviously, it might be awkward have a DJ / Band for such a small amount of people.[unsure] How can we incorporate music though?

Pre-arrange music selections on a cd and carry a copy with you, as well as send one to the venue ahead of time to be sure it can be played.

If his family resides in Sweden, then enlist the assistance of his family, since they would be more familiar with the area. If they aren't and you are planning on having the wedding/reception at a certain venue in Sweden, check with the facility management and see if they can recommend an affordable DJ for your event.
The number of your guests provides a good group to enjoy music and dancing, and isn't too small (more like a private party). Please consider hiring a DJ to ensure the sound is good, a variety of music is played, and so you can utilize a wireless microphone for making toasts and announcements. By planning in advance with your DJ, you can ensure that the songs you want played he or she will have.
If you want to mix your own music, be sure to ask what sound system they will be using. There are still a large number of DJs out there doing vinyl only. The DJ that Ellen uses on her show did vinyl only, and they mentioned that his records had been stolen, which prompted many viewers to send him their old ones!
As a side note, please be sure to consider a professional photographer in your budget, as capturing your memories should be high on the list of your priorities.
