Wedding Guest Attire for a 2pm Sunday wedding at the end of October

My husband and I will be attending an afternoon wedding at a fancy harborside facility in New Rochelle, NY. The ceremony begins at 2pm with the reception immediately following. I'm not sure what attire I should wear. Is a black 3/4 length silk dress with spaghetti straps too dressy?

Dear Wedding Guest,
I would imagine that cocktail attire is called for here. Knee length is best, but if your dress is in the same formality as the 'little black dress', you should be fine.
