You'll send wedding invitations to anyone you want to have join you at your destination. Leave it up to the guest to decline. However, if you want a private ceremony then obviously do not send any invitations to the wedding.
Send reception invitations about 6 to 8 weeks before the reception. No mention of gifts should be made on the wedding or the reception invitation. Note that the guest invited to a reception is not obligated to bring a gift, but many do. The wedding (ceremony) is actually the gift giving event.
If your reception is very informal you could host an open house celebrating both your wedding and new home. But, the invitations would be very informal.
Send announcements to anyone you need to inform about your marriage but who will not be invited to the wedding or reception. The wedding announcement does not obligate the recipient to send a gift.
