Planning the wedding in two different states

Help! my fiance and I plan to get married sometime this summer, but we have not set a definate date yet because we are not sure of the location. His whole family lives in Washington state, my whole family lives here in Texas, where we are both currently living and plan to stay after we are married. We would like to have as many of our immediate family be there as possible, plus some very close friends. His family is very large! He has 19 siblings, plus some of them are married and have children. I have a smaller family of five, but I also have some other family members who would be hurt if they were not able to come. We would be happy having our wedding in either state, but the problem is our budget is small and so we cannot afford to fly his entire family down to Texas, and some of my family would not be willing to fly to Washington due to health/financial reasons. What do you suggest we do???

update: We have considered having the wedding ceremony and reception in Washington and then having a second large reception down here in Texas for those who can't travel to Washington. However, I am afraid that alot of people from my side will not be able to make it to the ceremony that I would really like to be there! We just can not afford to fly that many people. And I feel, that I as the bride should have a good showing of guests there too! Please, any suggestions will be helpful!!!
