The mother of the groom is having the rehearsal dinner at the church but the bride and groom want to leave the dinner asap to go to the brides parents house for dessert and invite those that want to come for games, fun and remembering when. What is the best way to handle this situation? Should we do invites or just an open invitation?

This would have to be done very carefully so it doesn't appear that the MOB is "stealing" the guests away from the MOG. It very well could appear that way. The couple and all their guests shouldn't leave ASAP. They should stay until the event is over. But, they don't have to have a rehearsal dinner if they don't want to. It is an optional party.
If they want to continue the evening with the MOB, the invitations could be verbal or written. It is their choice.
