My sister (one of my bridesmaids) has two daughters, one will be 5 and the other 1 at the time of our wedding. My fiancé's sister (one of my other bridesmaids) has a daughter who will be a few weeks away from being 3 at the time of our wedding. We know for sure my sister will be able to make it home for the wedding, but not her daughters (they may not be able to afford it). Would it be considered acceptable to ask my fiancé's sister's daughter to be the flower girl (she has already done it once) and include my eldest niece if she is able to come or should I not include my out of town niece at all? I don't want to step on any one's toes, or make either sister feel like their daughter was just a fail safe or that I favor any of the girls; that is so far from the truth.
I apologize if this has been posted already, I couldn't find it in my searches.

You could just plan on including both girls and if your sister's daughter can't make it, it isn't a problem. I don't think anyone should view this as a fail safe issue since a flower girl is optional.
The little girl is very young though. Normally, I would suggest not including one this young. But, if she has been a flower girl before and there hasn't been a problem, then I suppose there is nothing to worry about.

I agree with Rebecca fully and would suggest that if this becomes an issue that is creating stress for you that you omit the flower girl.
