2 daughters only one picked to be a flower girl

My brother recently got engaged. I have 2 daughters; ages 8 and 4. Only the 4 year old was asked to be a flower girl. She has no clue what that is, yet my 8 year old has asked since the engagement if I thought she would be asked. Would like some advice please.

Well, if you are close enough with your brother, I would certainly just ask him if he has considered having them both, since it would be easier to have them both walking together, they would be more comfortable and less anxious if they could hold hands and walk.
However, he may have thought that the 8 year old would not want to be flower girl, since the role of "flower girl" has (as of lately) been given to 5 and under. He may just not realize she would be interested.

An 8 year old is just a bit too old to be a flower girl. Unless your daughter is really small, she may be embarrassed by the role. Perhaps you can gently let your brother know how hurtful it is to the older child to have her sister asked and not her. Maybe he can either find another role for the 8 year old or not include either child. Remind him about sibling rivalry and how much your daughter loves her uncle. [;)]
