I need ideas & suggestions on how to plan a vowel renewal....I have never done this before I am lost.
My husband & I got married in Montego Bay Jamaica in 2007 But now we would like to renewal our vowels
in front of our family & friends. I'm not sure how to even start this process & i'm on a budget!!

You want to renew your wedding vows, not vowels ( A vowel is a letter, such as a, e, i, o, u, and sometimes y in the English alphabet). But typically renewals are done for milestone anniversaries or after some marriage or life changing event. It's not usually done after a couple of years of marriage. But if you want to renew and it's only going to be you and your husband present, then go for it. But know that a renewal ceremony is not a replacement for a wedding that you may feel you missed.

I agree. Please avoid creating a wedding-like event. It is often viewed as silly or odd by many.

I agree with the previous post. Vow renewal is typically done at a milestone anniversary (25th, 50th) and even then is an intimate ceremony or celebration, not a wedding party. I think you may have just missed the chance to have a wedding reception when you had it.
