She typically wouldn't wear the same dress. If this is your wish, then it wouldn't be polite to ask her to pay for it. Also, it may be a bit confusing for the guests. They may wonder why one of the bridesmaids isn't participating.
Normally, she would dress a bit nicer than the rest of the guests.
